Although this is a mashup of several different images and Photoshop filters, only two photos are at all significant. One shows damage to buildings and utility poles, with people lined up waist-deep in a flooded street on the left. The other is of the Puerto Rican flag, represented here in this B&W inverted picture as two wavy, horizontal black bands (the bottom one is more visible) sandwiching its 5-pointed star on the left side, also black.
Like a magician explaining his trick, I hope this explanation doesn’t diminish the intended impact.
